Independent police auditor decides ‘serious harm’ not met in Vancouver arrest

The Independent Investigations Office of BC (IIO) has concluded an investigation regarding the arrest of a man in Vancouver from July 2025.

Vancouver Police Department (VPD) received reports of a man stealing a package from an apartment building near Bute Street and West Cordova Street on July 28, 2025, at about 1:30 p.m.

Officers arrived on scene and found the man still inside the building.

There was an interaction between police and the suspect which involved force by the police.

After the arrest was complete, officers concluded that the suspect had suffered injuries.

The suspect was then taken to hospital for an assessment and treatment.

VPD informed the IIO about the interaction and injuries to the suspect and the IIO opened an investigation into the incident.

IIO investigators reviewed medical reports, witness statements, photographs, body cam footage, CCTV footage, and mobile phone data during its investigation.

After reviewing everything, the chief civilian director concluded that the suspect’s injuries do not equate serious harm.

The investigation is now complete.
