Former Surrey Police Service (SPS) Chief Norm Lipinski filed a petition in BC Supreme Court Monday, challenging his dismissal by the SPS.

Lipinski was abruptly removed on June 1 after serving as chief since 2020. A day later, the Surrey Police Board (SPB) confirmed the chief’s departure but did not provide a reason.

In his filing, Lipinski asks the court to declare “void and of no effect” any contractual provision allowing the board to terminate him.

Alternatively, he is asking the court to set aside his termination, arguing he was denied procedural fairness.

His petition alleges he wasn’t given any notice or opportunity to address the board before he was dismissed.

He also alleges the decision was motivated by “extraneous political considerations” and was not related to his conduct or competence.

After his firing, former Surrey mayor Doug McCallum called for an immediate, independent police investigation into the circumstances around Lipinski’s termination, as well as the subsequent resignations of two SPB directors.

The allegations have not been proven in court.
